What is an "ordinary crime"?

This is regard to the death penalty. The USA (along with Iran, Saudi Arabia, etc.) allows the death penalty for "ordinary crimes". I have been searching the web for an explanation of this but perhaps someone who knows about international law (or just US law) can illuminate...
