What is the name of this movie?

I saw this movie around 1987. Gunmen with shotguns and masks on come into a house--I believe one was a Nixon mask, but I'm not sure. Something about a schoolteacher who has to take schoolchildren somewhere, and they have to take kids underwater under a rock to get to the other side. That's all I can remember. Anyone know what this movie is?
